New North Star III: Charting a Moonshot-Oriented Innovation Strategy

The Government of Canada has signaled its intention to establish a new agency to foster breakthrough innovation. The Canadian Advanced Research Projects Agency (CARPA) will adapt the model of its storied U.S. forerunner, the Defense Advanced Research Projects Agency (DARPA). It’s also in the December 2021 mandate letter to the Minister of Innovation, Science and Industry. New North Star III, the latest from PPF Fellows Sean Spear and Robert Asselin, lays out the case for how to best establish CARPA, including insights for its mandate, governance, talent, organization and objectives.
