Our 2025 Joint Mandate Letter


On May 22, 2025, the Resilient Healthcare Coalition (RHC) released a Joint Mandate Letter written in the voice of Prime Minister Mark Carney and addressed to newly appointed Minister of Health Marjorie Michel and Minister of Industry Mélanie Joly.

Looking to catalyze a vital cross-government policy conversation at the dawn of a new mandate for the Government of Canada, the Resilient Healthcare Coalition (RHC) has taken the liberty of drafting a proposed Joint Mandate Letter.  (This initiative builds on a similar JML we wrote in 2021 to offer our advice following the last Canada federal election, which you can find here).

Addressed to both the Minister of Health and the Minister of Industry, we hope the letter serves as an inspiration for Prime Minister Carney as he determines the strategic direction of his new government.

The letter reflects not only the RHC’s belief in the fundamental connection between population health and economic health, but also our core policy objectives:

  1. Optimizing the use of health care data to better-inform health care decisions; and

  2. Expanding and accelerating patient access to innovative health technologies – from therapeutics and vaccines to medical devices and diagnostics. 

As a conduit to patient groups, industry and the broader life sciences ecosystem, the Resilient Healthcare Coalition is ideally positioned to convene the conversations required to advance the common policy agenda laid out below.
